Nelson says Dems shouldn't concede his Senate seat (AP)

OMAHA, Neb. ? Democratic Sen. Ben Nelson said Wednesday he doesn't think his decision not to run for a third term next year will automatically give the seat to Republicans, who already hold the other four spots in Nebraska's congressional delegation.

Nelson told The Associated Press that the timing of his announcement this week shouldn't be a problem for Democrats in 2012.

"There has always been plenty of time for the campaign. If it's not too late for Republicans to get in, why is it too late for Democrats to get in?" Nelson said.

Other Democrats have acknowledged they face an uphill battle to keep Nelson's seat away from the GOP, which must pick up four Senate seats in next year's election to regain control of the chamber.

The Republican primary field already is crowded with Nebraska Attorney General Jon Bruning, state Treasurer Don Stenberg, state Sen. Deb Fischer, and investment adviser Pat Flynn, and no Democrats are lined up to take Nelson's place in the conservative state.

Nelson said he's confident he still could have won re-election because his poll numbers have improved despite being hammered by conservatives for supporting the federal health care overhaul. He also said national GOP leaders seemed concerned because they recently tried to recruit Republican Gov. Dave Heineman as a candidate.

"I think that says a lot about what people thought about my chances of winning from the other side," Nelson said. "I think they were worried about that."

Nelson declined to speculate about Democrats who might seek his seat, or say whether he would use any of the campaign cash he'd amassed in support of other candidates.

The former governor and two-term senator had more than $3 million in campaign money on hand last month, about twice his nearest competitor. Federal election rules allow him to give at least some of that money to other candidates and political action groups or donate it to charity. But any funds donated specifically for the 2012 general election campaign will have to be returned.

Melanie Sloan, executive director of Citizens for Responsibility and Ethics in Washington, said most retiring politicians hang onto their campaign money and donate it to candidates later, especially if they intend to become lobbyists.

"Money in Washington helps buy you influence, and now Ben Nelson has $3 million to spread around," said Sloan, who leads the nonpartisan watchdog group.

Nelson survived his nearly two decades representing his heavily conservative state by carving a path down the political center, and said Wednesday he thinks there still is room for moderate politicians in Washington. But he said the current political climate makes bipartisanship more difficult.

"There's no doubt about it because we've seen a great deal of polarization in the country," he said. "And the polarization in Washington is immense," Nelson said, "but on the right issues you can still work with people."

Nelson, 70, said he consulted family, friends and current and former Senate colleagues before deciding that he wanted to be free to go hunting, spend more time with his family, travel and pursue other opportunities while he's still in good health.

"For 20 years, I've been doing things on behalf of the people of Nebraska and putting things off," he said. "There comes a time when you have to make that decision, do you continue to put things off and do what you've been doing?"

Scientists test sick Alaska seals for radiation

Scientists in Alaska are investigating whether local seals are being sickened by radiation from Japan's crippled Fukushima nuclear plant.

Scores of ring seals have washed up on Alaska's Arctic coastline since July, suffering or killed by a mysterious disease marked by bleeding lesions on the hind flippers, irritated skin around the nose and eyes and patchy hair loss on the animals' fur coats.

Biologists at first thought the seals were suffering from a virus, but they have so far been unable to identify one, and tests are now underway to find out if radiation is a factor.

"We recently received samples of seal tissue from diseased animals captured near St. Lawrence Island with a request to examine the material for radioactivity," said John Kelley, Professor Emeritus at the Institute of Marine Science at the University of Alaska Fairbanks.

"There is concern expressed by some members of the local communities that there may be some relationship to the Fukushima nuclear reactor's damage," he said.

The results of the tests would not be available for "several weeks," Kelley said.

Water tests have not picked up any evidence of elevated radiation in U.S. Pacific waters since the March earthquake and tsunami in Japan, which caused multiple fuel meltdowns at the Fukushima plant and forced tens of thousands of people to evacuate the surrounding area.

Scientists from the National Oceanic and Atmospheric Administration and the U.S. Fish and Wildlife Service have been seeking the cause of the diseased seals for weeks, but have so far found no answers.

Health Tip: Wear Your Seat Belt During Pregnancy (HealthDay)

(HealthDay News) -- Wearing a seat belt is particularly important during pregnancy, when you're protecting for two.

The American Academy of Family Physicians offers these suggestions for moms-to-be while traveling in the car:

  • Wear your seat belt properly, with the lap belt beneath your belly and the shoulder strap positioned between the breasts and to the side of the belly.
  • Move your seat back as far as possible if you have airbags. Tilt the seat to give your belly more space.
  • If you aren't driving, sit in the back seat.
  • Always see your doctor immediately after a car accident, even if you don't feel like you are hurt.

A charity single recorded by wives of British soldiers is now in Britain's number one spot.

Their song: "Wherever You Are" has sold over 556,000 copies.

The Military Wives hit the coveted number one position after outselling every other record in the top ten.

The charity single was recorded after BBC presenter, Gareth Malone, formed the women into a group.

The Military Wives choir, has now performed on many British TV shows as well as in person at various venues.

Profits from their single are being given to military charities the Royal British Legion and the Soldiers, Sailors, Airmen and Families Association.

In an interview, Gareth Malone, described the number one hit as an honour "well deserved."

He said: "It's testament to the Military Wives hard work and the nation's support of them, as well as the power of choral singing. Who would have guessed in those first rehearsals that we could take Christmas Number One?"

(AP) ? On a political high, President Barack Obama capped a bruising year by securing a tax cut for millions of Americans ? an achievement that overshadowed Washington's deepening dysfunction and the slow progress of the economy on his watch.

The White House has ended a year with a political victory before. This time around the stakes are higher, and the president is by no means assured of carrying the momentum deep into an election year.

Addressing reporters before heading to Hawaii on Friday, Obama looked like a president in command of the stage again, for now. He left the capital after presiding over a two-month extension of a payroll tax cut ? about $40 per paycheck for someone making $50,000 a year ? that came when House Republicans caved on demands for a longer deal.

Yet on this issue, like many, enormous work remains for Obama after the new year, just when voters begin choosing a Republican nominee to try to oust him from his job.

Obama initially had pushed for a year-long extension of both the Social Security payroll tax cut and unemployment benefits. He got only two months on both because Congress could not agree on how to pay the bill for more without gutting their own political priorities ? the same problem that awaits all sides in the weeks to come.

Although Obama calls a full-year extension a "formality," politically, it is not. So he pushed Congress to work "without drama, without delay" when they return from their own recess.

The whole scene was reminiscent of a year ago, when Obama took a self-described "shellacking" in the midterm elections but still ended up leaving for his yearly Hawaiian holiday on a high note.

In a news conference at the time, a jubilant Obama claimed a "season of progress" after stringing together legislative victories in a lame-duck congressional session, including the repeal of the military's ban on openly gay service members and approval of a new nuclear treaty with Russia.

But progress was short-lived. Obama returned to Washington in January to face a divided Congress and a Republican party prepared to push him to the brink.

This time, Obama left without taking questions from reporters, ensuring no disruption from the narrative all over Washington ? a win for him, a capitulation for House Republicans. Had he engaged the press, Obama may well have been challenged about violence in Iraq since a U.S. troop withdrawal, or his own flip-flop over an oil pipeline included in the tax deal.

Obama may have won the messaging war this December, preventing higher taxes for 160 million Americans. But he gave up plenty to get a deal.

In securing the short-term extension, Obama caved on the controversial Keystone XL pipeline. The president had boldly said he would reject any effort to tie the payroll tax extension to the proposed Canada-to-Texas pipeline; he later gave in to GOP demands to make a decision on the project within 60 days.

Given that the House Republicans' backpedaling far overshadowed the president's compromises, GOP consultant John Feehery said Republican lawmakers are likely to come back to Washington in January even more motivated to take on the president.

"This is a temporary victory," Feehery said. "We're going to go back to the fight once again in a month and a half. This is one battle, not the whole war."

Obama's willingness to stand firm could help rally support among Democrats who have complained that the president too often seems to give in too much.

Obama's hard line at the end of the payroll tax cut talks sent an important message both to his supporters and Republicans, Democratic strategist Karen Finney said. She said both have misinterpreted Obama's prior compromises as a sign of weakness.

"In this instance it was certainly critical that the president not give any more ground," Finney said. "He showed that he does have a point at which he won't go farther."

The economy has been showing signs of coming around, too, which is vital to Obama's chances for a second term. But this is another area in which today's optimism can turn troubling at any time, with outside forces such as Europe's economic woes threatening to dampen the American recovery.

Each year, partisan debate and unfinished business have forced the president to delay departure for his cherished Christmas vacation in Hawaii. This December's stalemate threatened to derail the trip entirely, given that Obama himself pledged to stay in Washington until a deal to extend the cuts was reached.

Obama's original Dec. 17 departure date came and went.

It was only Friday, after the House and Senate finalized the deal, that the White House announced Obama's departure for later in the day.

The president has no public events planned during what is expected to be about a 10-day vacation. He typically spends his days in Hawaii playing golf or going to the beach with his family, though he makes occasional outings for dinner with friends.

The White House says the president's focus will be on spending time with his family. But there will be a small team of advisers traveling with Obama to brief him daily on domestic and international events ? and to help him get ready for the work, and the battles, that wait in January.

Financial Fraud Against Older Americans Peaks this Holiday ...

If this year is anything like last, baby boomers and older Americans should be on guard this holiday season. Instances of financial abuse and fraud against the elderly increased from November 2010 to January 2011, according to a recent report from MetLife, which found overall investment fraud targeted towards older Americans is on the rise.

Americans over the age of 65 lost nearly $3 billion to financial abuse from April to June 2010, up 12% from the same period in 2008, according to the report. During that time, 51% of the fraud cases reported were perpetrated by strangers, 34% by family, friends and neighbors and 12% by businesses.

But in a separate look at the holidays, MetLife reports fraud by family and friends increased to 45%.

With the baby boomer generation reaching retirement age and comprising 25% of the U.S. population, financial investment fraud is becoming a bigger and more problematic issue facing the country.

The North American Securities Administrators Association found the number of criminal complaints and enforcement actions at the state level against investors 50 years or older more than doubled in 2010 from 2009, reports The Wall Street Journal. And state security officials expected the number of enforcements actions for fraud against that same age group to hit a record this year.

Not only are the boomers older and more vulnerable, but "they tend to have more assets that they tend to rely on to live out through retirement years," says Raj Date, Special Advisor to the Secretary of the Treasury and acting head of the Consumer Financial Protection Bureau. This combo makes them a more "attractive pray for would be scammers."

Coupled with the fact that the Dow Jones Index is down nearly 15% since its high back in Oct. 2007, that's a recipe for disaster. As older investors who have lost much of their retirement look for quick fixes to recoup losses, they become even easier targets of fraud.

"It is a real problem today and at the CFPB we want to make sure that we get out ahead of problems before they become more serious," says Date.

In an effort to do so, the consumer watchdog has launched the office of Financial Protection for older Americans to help educate seniors on all types of investment matters, including fraud. For more information consumer and investors can visit the Consumer Financial Protection Bureau's website.

In the meantime, Date does have one piece of advice to guard against fraud against older Americans.

"If it sounds too good to be true you should probably look again, because most things that seem too good to be true, in fact are not true," he says.

That may be a truism, but it's one everyone can benefit from in every area of our lives.

17 dead in Russian oil rig accident

The death toll from the oil rig accident off Russia's east coast has risen to 17 people.

A spokeswoman for the Russian Emergencies Ministry said rescue teams had recovered six bodies from the Sea of Okhotsk where the floating oil platform capsized and sank on Sunday.

Of the 67 men aboard, 14 were rescued from the icy water; 36 men are still missing and chances of finding them alive are small.

The Kolskaya floating platform was being towed back to a Sakhalin Island port in a fierce storm when a strong wave broke some of its equipment and portholes, and it capsized in the choppy water.

IMF urges members to boost funding under 2010 plan (Reuters)

(Reuters) ? IMF chief Christine Lagarde on Thursday urged member countries to quickly sign off on an agreement last year to double IMF resources and give under-represented nations, such as China, greater voting power in the global lender.

The changes to members' quotas, which determine how much each country contributes to the IMF and their voting shares, are critical as a euro zone debt crisis escalates and is set to slow global growth in 2012.

Lagarde said the IMF's 187 countries had until October 2012 to get the necessary votes to implement the 2010 decision to double quotas, which would make China the Fund's third-largest member country.

The deal was clinched in South Korea in October 2010, which agreed to shift more than 6 percent of voting shares to dynamic countries such as China and double the IMF's quotas, which would make available about $755 billion to the fund.

The IMF said Lagarde "called on members to use their best efforts to make the 2010 reform package effective before the 2012 annual meetings." The meetings take place in Tokyo in mid-October.

An IMF staff paper said "efforts to meet the 2012 deadline should not be spared."

As of December 12, just 53 countries, holding 36 percent of total IMF quotas, had approved the increases. Approval by members holding about 70 percent of quotas is needed to implement the changes. Some countries require their legislatures to authorize the changes.

The measure still requires approval by the U.S. Congress, where Republicans are taking aim at any IMF move to bail out troubled euro zone countries, saying they don't want American funds involved.

The lawmakers are trying to snatch back a $100 billion line of credit the U.S. approved for an IMF crisis fund in 2009 at the height of the global financial crisis.

Somali pirates to be sentenced to life in prison (AP)

NORFOLK, Va. ? The last of 11 men who have pleaded guilty to piracy for hijacking an American yacht off the coast of Africa are set to be sentenced to life in prison.

Somalis Said Abdi Fooley and Abdi Jama Aqid each have sentencing hearings in federal court in Norfolk, Va., on Friday. Piracy carries a mandatory life sentence.

They are among 14 men who boarded the Quest in February several hundred miles south of Oman to be charged in the case. All four Americans on board the 58-foot yacht were shot and killed several days later when negotiations with the U.S. Navy broke down.

Three men who prosecutors say are the ones who fired on the Americans are facing murder and other charges that could carry the death penalty.

Verna Harris is able to work 40 hours a week. She goes to church on Sundays and enjoys taking in a movie now and then.

She still has to make sure she gets adequate rest, but her quality of life has improved tremendously since she underwent a kidney transplant at Methodist University Hospital in April 2010.

?My life is normal now,? Harris said. ?Before I had my transplant, I felt weak all the time. I think I felt good maybe one week out of a month, but now I feel good. I just want to do things and say, ?Wow, I?m living now.? I didn?t feel that before.?

Harris is one of several people who received a new lease on life thanks to organ donor Michael ?Rudy? Gilmore of West Helena, Ark. Gilmore is one of 72 organ donors from the U.S., Canada, Japan and Taiwan being honored with a florograph portrait ? a portrait made entirely of organic plant materials ? on the 2012 Donate Life Rose Parade float in the 2012 Rose Parade Jan. 2 in Pasadena, Calif.

Gilmore was shot to death in April 2010, just months before he would?ve graduated from Arkansas State University in Jonesboro. The 24-year-old?s diploma was awarded posthumously, received by his mother.

More than 1,500 people showed up at Gilmore?s funeral to remember a young man described as friendly, fun-loving and dedicated to helping others.

A journal entry discovered after his death reads, ?The meaning of my life is to help others. ? I was put here to help people some way or somehow.?

Gilmore had registered as an organ donor when he received his driver?s license.

Since the donation, his family has met Harris, as well as Sammy Robinson, the Hughes, Ark., man who received Gilmore?s heart.

Gilmore received his associate?s degree from Phillips County Community College, where his family has started a scholarship fund in his honor.

Friends, family members and transplant recipients gathered Tuesday, Dec. 13, at the college to complete the florograph portrait, which will be shipped to California for the parade.

?It?s a great honor, and although he?s not here with us, he?s here in spirit,? Harris said. ?From what I hear, he was such a nice person. He tried to help people, he was smart in school and he was a hard worker. I hate that this happened to him, but his legacy will always live on.?

The float is sponsored by Mid-South Transplant Foundation Inc., a federally designated organ-procurement organization serving West Tennessee, Eastern Arkansas and North Mississippi.

In addition to the florographs, the float will carry thousands of roses with personal dedications of love and remembrance from around the world in a unique dedication garden.

?The float itself is the nation?s most visible public celebration of organ and tissue donation,? said Randa Lipman, manager of community outreach at Mid-South Transplant Foundation. ?It?s a great chance for us to promote the benefits because there will be 26 recipients who ride on the float and another 72 donors who will be represented as florographs. It?s a great opportunity for us to promote organ donation in such a positive way.?

Mid-South Transplant Foundation will fly Gilmore?s mother, Jerlene, brother DeMarcus and sister Kaneisha to Pasadena for the event.

Gilmore?s killer has not been caught, and Jerlene Gilmore said the holidays are the most emotionally challenging time for her and her family. But she hopes the trip to California ? the family?s first time leaving the Mid-South ? in honor of her son will help heal their broken hearts.

?It?s overwhelming, and it?s a bittersweet situation,? she said. ?Out of all the people they could?ve honored, they chose him and our family, and it?s a high honor for us.?

The 2012 Rose Parade will air on local televisions stations.

Elusive Higgs boson particle running out of hiding places

Today's announcement was highly anticipated by both the physics community and the public, with speculation running rampant in the days leading up to it that the elusive particle may have finally been found.

Physicists are closer than ever to hunting down the elusive Higgs boson particle, the missing piece of the governing theory of the universe's tiniest building blocks.

Scientists at the world's largest particle accelerator, the?Large Hadron Collider?at the European Organization for Nuclear Research?(CERN) in Geneva, Switzerland, announced today (Dec. 13) that they'd narrowed down the list of possible hiding spots for the Higgs, (sometimes called the God particle) and even see some indications that they're hot on its trail.

"I think we are getting very close," said Vivek Sharma, a physicist at the University of California, San Diego, and the leader of the Higgs search at LHC's CMS experiment. "We may be getting the first tantalizing hints, but it's a whiff, it's a smell, it's not quite the whole thing."

Today's announcement was highly anticipated by both the physics community and the public, with?speculation running rampant?in the days leading up to it that the elusive particle may have finally been found. Though the news is not the final answer some were hoping for, the progress is a significant, exciting step, physicists say. [Top 5 Implications of Finding the Higgs Boson]

"It's something really extraordinary and I think we can be all proud of this," said CERN physicist Fabiola Gianotti, spokesperson for the LHC's ATLAS experiment, during a public seminar announcing the results today.

Experts outside the LHC collaborations agreed.

"These are really tough experiments, and it's just really impressive what they're doing," Harvard University theoretical physicist Lisa Randall told LiveScience.

Origin of mass

The?Higgs boson?is thought to be tied to a field (the Higgs field) that is responsible for giving all other particles their mass. Ironically, physicists don't have a specific prediction for the mass of?the Higgs boson?itself, so they must search a wide range of possible masses for signs of the particle.

Based on data collected at LHC's CMS and ATLAS experiments, researchers said they are now able to narrow down the Higgs' mass to a small range, and exclude a wide swath of possibilities.

"With the data from this year we've ruled out a lot of masses, and now we're just left with this tiny window, in this region that is probably the most interesting," said Jonas Strandberg, a researcher at CERN working on the ATLAS experiment.

The researchers have now cornered the Higgs mass in the range between 115 and 130 gigaelectronvolts (GeV).For comparison, a proton weighs 1 GeV. Outside that range, the scientists are more than 95 percent confident that the Higgs cannot exist.

Within that range, the ATLAS findings show some indications of a possible signal from the Higgs boson around 125 GeV, though the data are not strong enough for scientists to make a claim with the level of confidence they require for a true?discovery.

The CMS experiment also showed preliminary indications of a signal around that spot.

"The excess is most compatible with a Standard Model Higgs in the vicinity of 124 GeV and below, but the statistical significance is not large enough to say anything conclusive," CMS experiment spokesperson Guido Tonelli said in a statement. "As of today what we see is consistent either with a background fluctuation or with the presence of the boson. Refined analyses and additional data delivered in 2012 by this magnificent machine will definitely give an answer."

Proceed with caution

Ultimately, scientists said they were excited by the LHC's findings so far, but that it's too soon to celebrate.

"Please be prudent," said CERN director general Rolf-Dieter Heuer. "We have not found it yet, we have not excluded it yet. Stay tuned."

The fact that the independent studies conducted by ATLAS and CMS appear to be pointing in the same direction is particularly promising, experts said.

"Based on the predicted size of the signal, the experiments may have their first glimpse of a positive signal," University of Chicago physicist Jim Pilcher wrote in an email to LiveScience. "It is especially important to compare the results of two independent experiments to help reduce statistical fluctuations and experimental biases."

But it shouldn't be much longer before scientists can be sure?if the Higgs exists, and if so, how much mass it has.

"We know we must be getting close," Strandberg told LiveScience. "All we need is a little bit more data. I think the data we take in 2012 should be able to really give a definitive answer if the Higgs boson exists."

Underground explosions

The Large Hadron Collider is a 17-mile (27-kilometer) loop buried underneath France and Switzerland, run by CERN, based in Geneva.

Inside this loop, protons traveling near the speed of light collide head-on, and release huge amounts of energy in powerful explosions.

This energy then coalesces into new particles, some of which are exotic, hard-to-find species like the Higgs. The Higgs quickly decays into other particle products, which are then sensed by the detectors inside ATLAS and CMS. [6 Exotic Particles Explained]

The new results are based on data accumulated over 500 trillion proton-proton collisions inside the LHC.

Big payoff

The Higgs boson and its related Higgs field were predicted in 1964 by physicist Peter Higgs and his colleagues. Though the Higgs mechanism is the best explanation for why particles have mass, it can't be trusted until its major prediction ? the Higgs boson ? is found. [Infographic: The Higgs Boson]

"It would be a major discovery, absolutely," said Randall, who is the author of a recent book covering the Higgs and other particle mysteries called "Knocking on Heaven's Door: How Physics and Scientific Thinking Illuminate the Universe and the Modern World" (Ecco, 2011). "We've known about the Higgs mechanism for years, but we don't know if it's right."

The discovery of the Higgs would offer final credence to the idea and its originators.

"If it is found there are several people who are going to get a?Nobel prize," said Vivek Sharma, a physicist at the University of California, San Diego, and the leader of the Higgs search at LHC's CMS experiment.

Poland lowers growth forecast in 2012 budget (AP)

WARSAW, Poland ? Polish leaders unveiled a 2012 budget on Tuesday that lowers earlier predictions of economic growth ? an acknowledgment that Europe's debt crisis is impacting the country.

The budget, which also aims to lower the country's deficit, assumes 2.5 percent growth. A plan announced in September had assumed 4 percent growth and was criticized by some economists as overly optimistic.

Prime Minister Donald Tusk and Finance Minister Jacek Rostowski announced the budget at a news conference in Warsaw after the center-right Cabinet approved it. It foresees expenditures of nearly 329 billion zlotys ($99 billion) and revenue of 294 billion zloty ($88 billion). The deficit would be 35 billion zlotys ($10.5 billion; euro7.8 billion).

Tusk called it an "extremely responsible" budget lacking any radical features.

"A crisis isn't a good time for revolution," Tusk said. "A crisis is a time for responsible activity that will help people survive the crisis."

Poland, the largest of the European Union's eastern members, has shown remarkable resilience to the global financial turmoil. It was the only EU state to avoid recession during the downturn of 2008-2009, and its economy is on pace to grow 4 percent this year.

Even through September growth has been impressive.

Third quarter growth was 4.2 percent year-on-year, according to government data announced last week. That was slightly slower than the 4.3 percent registered the previous quarter, but was still better than some economists had expected.

The economy has been buoyed by strong private consumption, a boom in investment by companies and a weakening of the currency ? the zloty ? which has made Polish exports cheaper in foreign markets.

However, economists warn that the country will eventually be impacted by the current crisis in the eurozone as its exports to neighbors are hurt, and because foreign investors are losing confidence in many emerging markets, including Poland's.

As its struggles not to become another nation with a debt crisis, Warsaw is aiming to reduce its budget deficit to the EU's limit of 3 percent of GDP. It was nearly 8 percent last year and is projected at nearly 5.6 percent this year.

To that end, Tusk announced a far-reaching set of austerity measures last month that include some tax increases and an eventual rise in the retirement age to 67 for men and women. Currently men can retire at 65 and women at 60.

The budget plan must still go to parliament, where it will likely be amended.

Obama urges public help pushing payroll tax cuts (AP)

WASHINGTON ? President Barack Obama wants voters to get involved in the debate over extending the reduced payroll tax and he's asking them to tell members of Congress to keep the cut in place.

"Let your members of Congress know where you stand," Obama said Saturday in his weekly radio and Internet address. "Tell them not to vote to raise taxes on working Americans during the holidays. Tell them to put country before party. Put money back in the pockets of working Americans. Pass these tax cuts."

Obama's address directs listeners to the whitehouse.gov website, where an online calculator lets them determine how much money it's worth to them to continue the 2 percent reduction in the payroll tax that took effect this year. A family with income of $50,000 a year would pay $1,000 more in payroll taxes if Congress does not act by the end of this year to extend that reduction.

Democrats want to expand the reduction in addition to extending it. Republican leaders say they're committed to passing an extension, fearing political fallout if payroll taxes rise on Jan. 1 on 160 million wage-earners. The GOP rank-and-file appears divided, with many Republican senators voting against an extension supported by their leadership this week.

There's also disagreement about how or whether to pay for any extension. Democrats favor a new tax on millionaires; Republicans prefer to cut federal spending.

"We're going to keep pushing Congress to make this happen. They shouldn't go home for the holidays until they get this done," Obama said in his address. "And if you agree with me, I could use your help."

Obama also took note of a new monthly jobs report out Friday that showed the economy added 120,000 jobs in November, a positive number. "We need to keep this growth going and strengthen it," the president said.

Republicans devoted their weekly address to promoting a balanced budget amendment to the Constitution, which is headed for a vote in the Senate after failing in the House last month.

Democratic leaders worked aggressively to defeat the measure in the House, saying that such a requirement could force Congress to cut billions from social programs during times of economic downturn and that disputes over what to cut could result in Congress ceding its power of the purse to the courts. The result was that the amendment got majority support but fell short of the two-thirds needed to advance a constitutional amendment.

Sen. Olympia Snowe, R-Maine, said "the impending vote to amend the Constitution represents a choice between changing business as usual in Washington or embracing the status quo that we can no longer afford."

"The real reason many lawmakers don't want a balanced budget amendment is the exact reason why it's so essential," Snowe said. "They don't want their hands tied; they want to continue to spend without restraint."

Like Obama, she asked listeners to make their views known.

"Contact your senators and urge them to support our balanced budget amendment," Snowe said, "so that we finally seize the fiscal reins and reclaim our future for our children and our grandchildren."

Iranian diplomats expelled from London arrive home (AP)

TEHRAN, Iran ? Iranian diplomats expelled from London in retaliation for attacks on British compounds in Tehran arrived home Saturday, the official IRNA news agency reported, sealing Iran's most serious diplomatic rift with the West in decades.

About 150 hard-liners waiting with flower necklaces had gathered at Tehran's Mehrabad airport to give the roughly two dozen diplomats and their families a hero's welcome. But the Iranian government, apparently opposed to any high-profile display that could worsen the fallout, took the diplomats off unseen from a backdoor, reflecting Iran's own internal political rifts.

Tuesday's storming of the British Embassy and residential complex ? which the British government alleges was sanctioned by Tehran's ruling elite ? deepened Iran's isolation, which has grown over the decade-long standoff with the West over its nuclear program.

Germany, France and the Netherlands have recalled their ambassadors, and Italy and Spain summoned Iranian envoys to condemn the attacks.

It amounted to the most serious diplomatic fallout with the West since the 1979 takeover of the U.S. Embassy after the Islamic Revolution, and some Iranian political figures have voiced doubts over whether anything can be gained from escalating the diplomatic battle.

The obstruction of Saturday's welcome ceremony reflected the disagreements between hard-liners and the government of President Mahmoud Ahmadinejad, which opposed downgrading relations with Britain and condemned the attack on Britain's embassy.

Iran's relations with Britain have become increasingly strained in recent months, largely due to tensions over Tehran's refusal to halt uranium enrichment, a key component of its nuclear program. The process is of deep concern internationally because it can be used to produce material for nuclear warheads in addition to reactor fuel. Iran insists its program is entirely peaceful.

Along with the United States and other nations in Europe, Britain has backed sanctions that have so far failed to push Iran to halt its enrichment program.

Hard-liners in Iran have said the embassy attack was an outpouring of the wrath of the Iranian people who believe Britain is a hostile country seeking to damage and weaken the Islamic Republic. Mohammad Mohammadian, a representative of Iran's Supreme Leader Ayatollah Ali Khamenei, praised the attackers, saying they had targeted the "epicenter of sedition."

Iran's hard-line constitutional watchdog, the Guardian Council, approved a parliamentary bill into law requiring the Iranian government to downgrade relations with Britain. The government opposed it but said it would carry out the law.

The diplomatic freeze from Europe, including key trading partner Germany, further isolates Iran just weeks after a report by the U.N. nuclear watchdog agency that alleged Iran was making strides toward mastering critical elements for atomic weapons.

The current breakdown in relations with the West could embolden hard-liners who want a tougher stance against the International Atomic Energy Agency, which they accuse of being manipulated by the U.S. and allies.

Britain's ambassador to Iran, Dominick Chilcott ? now back in Britain ? offered new details about the attacks, saying the experience had been "frightening."

"We had no idea how it was going to end," he said, describing how the mob trashed rooms, damaged furniture, scrawled graffiti and tore up a portrait of Queen Victoria, as staff took shelter in a secure area of the embassy.

"It felt like very spiteful, mindless vandalism, but it wasn't quite mindless," Chilcott said. "They removed anything that was electronic ? mobile telephones, personal computers ? anything that might give information about who you were talking to or what you were doing."

At one point, the intruders started a fire inside the chancery building, forcing the staff to leave the safe area, climb down a fire escape and exit the building. A small number of police escorted them to a building on the edge of the compound and told them to lie low.

"We turned all the lights out and we sat in the dark and we could hear the noise of the intruders going on around us," he said.

He said seven staff at a separate residential compound that was also attacked were seized and "quite roughly handled" by the invaders.

British Foreign Secretary William Hague has led the accusations that the rioters had a green light from Iranian authorities, including the powerful Revolutionary Guard. On Thursday, he said the attacks were "clearly premeditated" by high-ranking officials.

Iranian government officials said the storming of the embassy by angry protesters was unexpected and Iranian police intervened to protect the British diplomats and get the attackers out of the buildings.

The demonstrations had been organized by hard-line groups on university campuses and Islamic seminaries and included denunciations of the latest sanctions on Iran over its nuclear efforts.

Such major anti-Western rallies are rarely allowed to occur without official approval and often include state-backed forces including a paramilitary group known as the Basij, which is part of the vast security network controlled by the Revolutionary Guard.

Images broadcast around the world showed demonstrators tearing down Union Jack flags, brandishing a looted picture of Queen Elizabeth II and tossing out looted documents.

The deepening tensions with Britain and others may also trigger further rifts within Iran.

For months, Iran's ruling system has ordered arrests and intimidation against political allies of President Ahmadinejad, who has sharply fallen from favor after challenging decisions by the head of the theocracy, Supreme Leader Ayatollah Ali Khamenei.

Ahmadinejad has remained silent since the attacks, but his supporters have raised questions about whether Iran's interests are served by a diplomatic battle with the West.
